I'd say its romanian (note the ă). with the little latin i know, i'd guess it's an ad to call on to vote on the election of 2004 (who took place on sunday (dumenica), 28th of november (noiembrie). but no clue why they chose this guy to spread their message....encouraging nerds to vote? you never know...

maybe i'm too old, but i watch/read german media regularly and one of my flatmates is dutch but i've never heard of that...
