Well many factors can contribute to his "magic."
1.) The man's skin may have a low resistivity rating and a high cross sectional area (R = Lr/A)
2.) The man is placing himself in parallel with the fan and an additional resistance is added between them to lower the current that is reaching his branch; however the man needs to be there to complete the circuit.

It doesn't matter if voltage is 230V because the fan doesn't need nearly that much to turn on.
Humans can very easily connect a circuit (especially through a mucus membrane) and can withstand a few amps of current. Who also knows what he has on the left and right of him when he is performing his stunts. Also many other factors including "are his feet properly grounded" are questions that the camera can't answer. It is alot harder to electricute yourself then you may think. Also remember that 10A DC is much much less deadly than 10A AC.
