So I guess some higher up said, "We can't have him in one colour otherwise we'd seem racist to that colour... I know, let's just do half so we're safe! Also we're out of budget in wardrobe, and all that's left is a black permanent marker and some tippex"

I think the ridiculous black and white serves a purpose, and makes the racism look even more obviously silly.

(Also, remember that this was to be viewed on small black and white television screens, and their faces would've stood out nicely on that.)
