This is an episode of Simon and his Chalk Drawings. Love that theme song! I originally submitted just the intro to this cartoon, but switched the embed out for this one because it is a better copy and shows an actual full short episode.

I remember this well. Anyone remember the parody of this on SNL with Mike Myers? LOL! I'll have to try and find that.
