My only guess is that there is some physical condition preventing her from aging - since she seems to be quite conversant for what would otherwise appear to be a toddler.

Indeed, her arms are working only because they're not supporting any weight. Sometimes dwarfism can affect bone structure to the point where, like this girl, they just can't support her. As is the case with the world's smallest person:
