I'm confused... was that not a footpath? And if not, why did the bus leave a big gap?

The driver drove into the ditch to get to the curb lane to pass the bus and nearly hit the kids. So they driver here was extra duchy. Bad enough to pass the bus at all, but they made an effort at 45 mph to pass the bus fully the wrong way.

Here's shot of how the road looks without the bus in the way. You can clearly see that the SUV passed on the shoulder.

Even if that were a lane, you are never supposed to pass a stopped school bus, the lights flash when the doors open. They should angle the cameras so they can get the license plate numbers of anyone doing this.

Shouldn't this be 'past'?
