Ok so im guessing the downvote was because you find this revolting and think humans should not be doing this kind of shit to animal, and I agree, it's pretty repulsive.

I applaud it.
Its helping create feed that is perfectly designed for the cows, reduce their methane production, increase their food/energy conversion (less feed for the same effort), and other great benefits to both us as consumers of bovine products, and the cows themselves.

Looks gruesome, but it doesn't harm the cows.

The experimental farm beside my house (http://www4.agr.gc.ca/AAFC-AAC/display-afficher.do?id=1170701489551) has a cow with one of these and another one with a window instead of an open port so you can watch it digest. Hey science ain't always pretty folks, but these things are done for legitimate reasons.

This same idea was practiced on a human a couple hundred years ago. A soldier was shot in the stomach, and some doctor would do experiments buy lowering pieces of meat into the stomach acid to see how it works. I wish I could find an article, though.
